Among the many projects for renewal and reform that were agreed upon by the 191* Member States at last year's United Nations 60th Anniversary Summit was a UN disaster relief fund that could quickly respond to natural and man-made disasters in order to save thousands of lives that would otherwise be lost to delay under the current system of disaster relief.
This landmark $500-million disaster relief fund, known as the Central Emergency Response Fund (CERF) was formally launched on 9 March 2006.
Speaking at the launch, Secretary-General Kofi Annan offered the following remarks: "We meet to launch a fund that is proactive rather than reactive. The CERF will provide a ready pool of resources that better empower the United Nations in funding immediate relief efforts in the aftermath of disasters." He went on, "of course, for the international community, the CERF is not simply a fund; it is a statement of principle. It is a statement that in a world of plenty, unnecessary and avoidable suffering is inexcusable; it is a statement that suffering anywhere is a threat to humanity everywhere."
Underscoring CERF's importance, Jan Eliasson, the current President of the 191-member* General Assembly, which approved the Fund in December, described the Fund as a "most important qualitative step forward." He added, "victims of humanitarian emergencies often desperately need our help within the first few days of the emergency...It simply was not good enough that—until now—they had to wait while...the UN system asked for donations."
The UN Emergency Relief Coordinator, Jan Egeland, further pointed out that in the past, too often, aid resembled a lottery in which a few win but most lose based on considerations other than need. CERF allows the UN relief system to move from lottery to predictability so that all those who suffer will receive aid.
Dependent entirely on voluntary contributions, thus far 36 donors have pledged $256 million. This initiative is reflective of the Compassionate Heart working within the midst of the United Nations. It is only the consecrated and awakened heart, full of love for all, vibrant with compassion and with understanding that can relieve suffering on our planet. Goodness, in its most profound expression lies in the sanctuary of the heart—the innermost depth of divine intuition.
The universal energies with which we work this month and which are most potently available this Tuesday, March 14th can awaken this compassion and goodness, if we but lift our hearts and minds to these sources of inspiration.
The esoteric keynote for the astrological sign of Pisces—the energies of which are now flooding our planet—is, “I leave the Father’s House and, turning back, I save.” This keynote indicates the possibility for humanity to engage in world service and world uplift.
