The Spiritual Work of the United Nations and the Liberation of Humanity

UN ROUNDTABLE-INTRODUCTION

As the invitational letter that went out to you indicated, we decided to host this roundtable discussion because our current opportunity is most propitious-not only in terms of the time cycles on our planet, but in terms of the work of the United Nations itself.

In the books of Alice Bailey the Tibetan Master tells us that the planetary rainbow bridge uniting the three major planetary centres of Shamballa, Hierarchy and humanity has been complete for the past seven hundred years. The task ahead is for each of us to align ourselves to that bridge and to then, as he says, "strengthen, beautify and electrify it." Only by thus producing full planetary intercommunication between these three centers can the Purpose of Sanat Kumara and the Plan of His Representatives progress unimpeded. (The Externalisation of the Hierarchy, 535/6) That of course is why the Ageless Wisdom teachings were made available and the reason why we were given the Great Invocation and asked to work with it and make it available to "the man in the street."

As we know, the "Cycle of Conferences and of Councils" that we have been witnessing and in which we have been participating since the last Shamballa impact in 1975 is under the direct guidance of Those in the Council Chamber at Shamballa. And, so is the work of the General Assembly of the UN, which we know is overshadowed by the Avatar of Synthesis. In Esoteric Healing, the Tibetan Master refers to the "Liberation of Humanity by the United Nations" (p. 261). It was hoped that the United Nations would implement the eight points of the Atlantic Charter and the Four Freedoms enunciated by Franklin D. Roosevelt on a global scale thus granting people everywhere the right to free speech, to freedom of worship, to freedom from want and freedom from fear.

It was hoped that the United Nations would be able to apply the Law of Love as enunciated in the life of the Christ-also on a global scale.

Linking the United Nations with its spiritual mission is not an unknown concept to those who work in and around the United Nations. Recently at the yearly NGO conference, held just 2 weeks ago, a World Bank representative reminded the 2,000 plus participants that if the UN family is to be a true seeker of freedom for humanity, we need to enhance both material and spiritual growth.

Dag Hammarskjöld, the 2nd Secretary-General, is often quoted as having said, "We can only succeed in achieving world peace if there is a spiritual renaissance on this planet."

Related to the group work that we are going to be doing this afternoon, I'd like to ask that we all keep the following thoughts in mind. The first comes from Rays and Initiations (p.68):

One of the major functions of group work esoterically is to absorb, share, circulate, and then distribute energy. The group can be, and frequently is, responsive to the "bright centre" Shamballa. Synthesis is the second attribute of the will. Later, when synthesis is recognized, the dynamism inherent in the will, wielded by the NGWS and by the disciples and initiates of the world, will turn the mass response to synthesis into factual experience.

And, finally from The Externalisation of the Hierarchy (p. 518), "The secret of success in all group action lies in complete unity of purpose and intention, plus a diversity of expression and method."

The make-up of our group certainly reflects a diversity of expression and method. In unity of purpose and intention, let us together sound "The Gayatri."

Oh Thou Who givest sustenance to the universe,
From Whom all things proceed
To Whom all things return,
Unveil to us the face of the true Spiritual Sun
That we may know the Truth
And do our whole duty
As we journey to Thy sacred feet.

The vision of the UN, contained in the charter, establishes a structure which foresees its role in ending war between states, establishing universal human rights, and being a global standard setter. Many of those who support the UN are supporting these goals. We see these goals as a vision towards which we are evolving. Perhaps envisioning this goal makes us less critical of the unfulfilled goals and deficiencies of the UN. As esotericists, we support global democratic governance. The closest we have come to its realization is the UN, flawed as it might be.

However, like any other structure built to meet the needs of an era, its constant revision is necessary to keep up with the nature of conflict as it is today. We have come through a period in international politics where progress was deterred because of a conflict between "us and you, the enemy," through the politics of the US and Russia. Much work around conflict an enemy images has helped up understand this type of conflict. Today the nature of that conflict is more sovereignty versus the good of the whole. This conflict, on the individual level, is the struggle between the ego and the soul. So perhaps we can take heart that there is progress in the nature of the conflicts we are dealing with today. The world has changed greatly since 1945, and wars within countries that kill primarily civilians rather than the military, is the most serious. The UN was not structured to deal with matters within states, only between states.

Not only is the UN structure in need of reform so that it may adequately address current issues, but the method of interacting between states has become an attitude of "what's in it for me" as the ruling means of working together. We have a crisis in the UN today, which may require drastic change of the form (not the ideals of the charter) or even a new body entirely, which better meets the needs we believe in. The recent momentum in building an international civil society has been a most promising development. The people are sound according to the Tibetan Master. As esotericists we support the idea behind the form, rather than the form itself. Our first global organization, The League of Nations, was disbanded. Now we have the United Nations. Perhaps there will be a third form.

I. The Vision:

In the book, Telepathy and the Etheric Vehicles, (p. 126) we're told that HUMANITY is the keynote of the Lord of the World. Throughout the many books of Alice Bailey, the Tibetan Master emphasises how "Humanity itself must be the goal of interest and effort," (The Externalisation of the Hierarchy, p. 376) how all that is done must be founded on the one basic recognition of human brotherhood. Reference is made to how the family of nations needs to shoulder responsibility for the one, or for the weak, how the resources of the entire planet must be shared collectively because they belong to the whole of humanity. We learn that eventually through the medium of humanity, there will be established an outpost of the Consciousness of God in the solar system (Esoteric Psychology, Volume II, p. 217). And, the Tibetan Master tells us that "it is the task of each of us to discover the manner in which world need-and not group need-can be met." (The Externalisation of the Hierarchy, p. 325)

So it's no surprise to learn that the Conference that created the United Nations during the Wesak period of 1945 was of such significance that it called forth the attention of both the Hierarchy (center of love-wisdom) and Shamballa (center of will/purpose). The UN is essentially an outgrowth of the "purpose that guides the little wills of men." Of this period in 1945 the Tibetan Master states, "Not for nothing is this conference being held during the five days of the Wesak Full Moon. It will be a time of supreme difficulty, in which the Forces of Light will face...'the forces of selfishness and separativeness.'" (The Externalisation of the Hierarchy, p. 450)

The founders of the United Nations envisioned a world of justice, peace and progress for all peoples of the earth; however they were confronted as we yet are confronted by the forces that oppose such unity and progress.

With all its faults, limitations, weaknesses and nationalisms, the United Nations is the crucible in which the conflict between the Angel and the Dweller is taking place. The battle that began in Ancient Atlantis between the forces of light and the forces of darkness is focused within this world body which as we know has been called the hope of humanity. In the Tibetan Master's words, "The United Nations are...gradually and most decisively throwing the weight of their effort and aspiration on to the side of the Angel, thus restoring the lost balance and slowly producing on a planetary scale those attributes and conditions which will eventually dispel illusion, dissipate glamour and devitalise the prevalent maya. This they are doing by the increased clear thinking of the general public of all the nations,...by their growing ability to conceive ideas in terms of the whole...and [by] their capacity to discriminate between the Forces of Light and the potency of materialism." (Glamour A World Problem, p. 163)

II. The Current Reality:

Fifty-three years into its existence, what can we say about the working out of the purpose that "guides the little wills of men"?

The New York Times of just this past Sunday (September 27, 1998) provided a most blatant and grim reminder of how far we yet have to go to restore the Plan on earth. It summarized the findings of the 1998 UN Human Development Report and presented some of these findings in shocking pictures. The report tells us that the richest fifth of the world's people consumes 86 % of all goods and services while the poorest fifth consumes just 1.3%. It tells how the world's 225 richest individuals of whom 60 are Americans have a combined wealth of over $1 trillion-an amount equal to the annual income of the poorest 47 % of the entire world's population. By way of contrast, it tells us that 4% of this wealth or an estimated $40 billion/year could achieve and maintain universal access to basic education and basic health care for all. It could provide reproductive health care for all women as well as adequate food, clean water and safe sewers for all the people of the world.

Most of us here know about the yet precarious funding situation which over the last few years has kept the UN on the verge of bankruptcy. Additionally, there is dissatisfaction and much controversy over the work of the Security Council and the inability of the UN to wield adequate power in combating atrocities and human rights violations throughout the world.

Yet, all of us here are aware of the long list of accomplishments and I think that none of us would want to consider what life on our planet might have been like or would be like without this organization. But, there is much that each of us can and must do to improve and strengthen its work.

At stake is the externalization of the Masters of the Wisdom. At stake is the ability of the Christ-the Hierophant of the first and second initiations-to publicly begin His work of restoring the ancient and ageless mysteries to humanity, to whom they truly belong.

III. Possible Next Steps:

The Externalisation of the Hierarchy includes a discussion of the preparatory work that must take place before that externalization can occur. Therein, the following questions are presented: "and now what is it that you all can do? What is the condition surrounding the aspirants of the world today? Is the existing atmosphere one in which the Christ and His disciples can breathe? ....Are the vibrations extant upon this planet similar to Theirs and to which They can respond? We know that it is not so and that much must be done to facilitate Their work." (p. 515)

We know that from the mental side, the Plan of Hierarchical work for this immediate period is completed. What now needs to be done is to bring the Plan into concrete manifestation. In the second volume of Discipleship in the New Age it is stated that "the objective of the Plan is to reproduce upon the plane of earth the inner kingdom of the soul. This has the Master of the Masters long foretold. [And, we are asked to ]Prepare the Way." (p. 596)

With this in mind, I'd like to offer three suggestions related to the work of the UN:

(1.) Continued reflection and meditation on the work of the United Nations. This could include vigilance in keeping abreast of its work and in helping to disseminate information about its work.

(2) Use the millennial opportunity to work with those who are preparing the agendas of the NGO Millennial Forum and the millennial People's Assemblies. The interest in spirituality in and around the UN is such that this would be a most favorable climate in which to suggest the inclusion of a panel to consider the psychological and spiritual aspects of all global issues-as a complement to all other considered solutions.

(3) Help bring attention and focus to the spiritual work of the UN by improving access to the Meditation Room. The very existence of the room is a testimony to the founding members' understanding and appreciation of spirituality. The fact that today it is mostly closed is a fitting symbol of how that aspect of the UN's work needs to be more conscious and better actualized.2

In the first volume of Discipleship In the New Age the Tibetan Master reminds us that it is the demand of the disciples of the world which will bring in that which the world needs. (pp. 297/8). In The Externalisation of the Hierarchy he indicates that "when the United Nations has emerged into factual and actual power, the welfare of the world will then be assured."(p. 603)

Both thoughts underline the fact that we have our work cut out for us.

The birth of The United Nations occurred in the same impulse as the release of the atomic bomb and the Great Invocation; a great Hierarchical project. The UN has always been a hope for humanity by visioning true brotherhood and understanding on Earth. The hope has been to provide an arena where there could be real compassion among different nations and that the wonderful diversity that is human could be celebrated under a banner of unity of purpose and action for the good of All.

With the imminent release of direct Shamballa energy in 2000, we find the United Nations in real crisis as there is more poverty and suffering on the planet than ever before. The richest country on Earth, the United States, seems unwilling to pay its dues and the financial crisis in the UN is threatening to weaken it significantly.

Now is the time not only of great crisis but also of great opportunity. We have the opportunity and duty to strengthen the spiritual mission of the UN by refusing to see a separation between that which is "spiritual" and that which is not. This notion of difference is perpetuated by the forces of materialism and we as esotericists must recognize that there is in reality NO separation. We must look for any opportunity to express essential unity, to rend the veils of maya and to challenge those who say that they are not "spiritual people." Everyone is at the core a spiritual person.

By meditating together and talking to others about the essential spiritual mission of the UN, we can create a thoughtform of solution which will create a magnetic demand which Hierarchy must respond to by an increased pouring in of Light and Love to this potentially powerful entity. Unity is the reality.

Most of humanity does not understand how the founding of the United Nations came about, what its purpose was and still is, and what part in the Plan of the Hierarchy and evolution it plays. Founded in October 1945 at the urging of the Hierarchy, the United Nations was an inspired (key national figures, such as President Franklin D. Roosevelt "caught" the idea from the Mind of God) gathering of the world's leaders whose purpose was to bring order, unity, and synthesis (a higher level of unity) to all nations of the world. Behind the United Nations, and as a result of creating a polar opposite to the evil (evil is real, with origins that are outer planetary) predominating in the world at that time (Hitler, Mussolini, Stalin), stand all the Masters (the Hierarchy who are also behind the United States government and provided the impulse for the creation of the Declaration of Independence) of the Inner World, those Beings who oversee, influence, and direct humanity and the Earth's evolution.

The United Nations' Sun (will) and Mercury (messenger) is in Scorpio (Scorpio provides us with spiritual aspiration, and works with Ray 4 of harmonious bridging). The personality meaning and function of a Scorpio Sun (acting as the vehicle for Love/Wisdom) is to allow conflict to be expressed. On the Soul level, Sun in Scorpio is where the Dweller on the Threshold (tests) appears. The test is to release the old so the higher reality can be revealed. The Soul-level purpose is to be a catalyst for the transformation of others, which the United Nations attempts by calling forth the voices of all nations. Mercury in Scorpio (both Ray 4) provides the United Nations with great mental power so that humanity can be freed from the past and enter into a new conscious awareness of the Plan of Life. Mercury in Scorpio presents the United Nations with great tests, and a demonstration often must be made that the Path of Synthesis is being adhered to. Mercury in Scorpio also means that the inner workings are often hidden and mysterious. This is the reason many people have the opinion that the United Nations is weak. Mercury in Scorpio asks one to have a mental power that transforms and reorients the thought forms of the masses. The UN was very active in transforming the mind of the masses who were watching Clinton's videotapes to be able to look at the situation (Clinton and sex) on a higher level of reality-not just viewing Clinton as a sex addict filled with a desire for the "flesh" (emphasis within matter), but rather as a powerful leader able to bring together nations, stand up to terrorism, and attempt to bring democracy to the world (Spiritual emphasis). And he was recognized with a three-minute standing ovation, something never done previously on the floor of the United Nations.

It is particularly interesting to note that the UN horoscope also has five planets in Libra (balance after chaos), which parallels Clinton's chart of six planets, plus his rising, in Libra. Clinton, esoterically, is Everyman, with foibles and grace notes, sexual appetites and spiritual visions. This was apparent on that paradoxical Monday with Starr's tapes broadcasting around the globe while Clinton hosted the illuminati of our world's future.

In Libra, where the polarities are starkly apparent, there is always the middle point that sounds the note as to where the spiritual vision of the future lies. This middle point is the voice (65 percent) of the masses, whose choice, and after the tremendous volumes of "pornography for the puritanical" (to quote the New Yorker) that Starr provided us with, is to leave Clinton alone to perform the job he was chosen to do.

Humanity needs to see and experience two polarities at the same time. These polarities are desire (sex tapes) and goodwill (purpose behind the UN). Both are apparent and needed. Desire moves us into spiritual aspiration for things higher and better. Goodwill results in Right Human Relations. Both are Libran issues and the recent government activities provide us with the Libran function of choice. (The above also appears in Night Light News, Volume 2, Issue 9. The struggle today is for power rather than the synthesis of power. This group endeavour to focus on the spiritual work of the United Nations could be one point of spiritual focus, eventually acting with other "nodal points" of others seeking to support the UN in their respective ways. Our goal is to infuse purposeful synthesizing energies so that the mental thoughtform can revive the work of the UN.

I am sorry that I was not able to write some ideas prior to your September 29th meeting. I would be interested in the results and hope we can cooperate on this aspect of the work. As a long-time NGO representative to the UN in Geneva, I am interested in plans for the Millennial Assembly, though it is not clear at what stage the practical planning is. I should think that the spiritual dimension could be an important aspect if we plan well in advance and help incorporate "New Age" people into the delegations of NGOs which have ECOSOC consultative status, as it is not clear how open the meeting will be to other groups. As of late, there have been many new groups, especially national ones, given ECOSOC consultative status. It would be useful to keep an eye open on which are on our "wave length."

Thank you for the letter of September 1st in which you outline the themes to be addressed in the 'round-table' meeting on the 29th September. You ask if those who cannot attend have any ideas they wish to share in writing. One thought comes to mind. "Every October and every March, the Master R gathers together His council of helpers, the Masters and the senior initiates in the Ashrams of the third, the fifth and the seventh rays." (The Externalisation of the Hierarchy, p.668/9) It strikes me as significant that UNESCO holds its annual Conference in October. The work of the Master R, both as the Lord of Civilization and the Regent of Europe, must surely be influencing the direction of UNESCO, and inspiring the disciples serving within it. UNESCO's on-going focus on unity-in-diversity and its programme for Cultures of Peace are two of many of its initiatives that seem especially reflective of that influence.

I wonder if the group might reflect on the synchronisity of these gatherings in October. Perhaps some in the group might care to explore the work of UNESCO and visualise spiritual energies pouring from the Hierarchy into its programmes world-wide. Occurring as it does in the lower interlude of the year, these spiritual energies will be especially blessed with the power to manifest.

Please know that although I will not be physically in attendance on September 29th that my supporting loving thoughts are with you.

"Supporting loving thoughts" are neither of sentiment nor emotion, but are an admixture of recognised group purpose and group will. The success of any venture is first achieved in the fused heart and mind and then later on the physical plane.

As we give our supporting loving thoughts to the United Nations, we may do well to begin with the publicly acclaimed appreciation of spirituality and spiritual values which-you have noted-is recognized by the UN and the NGO's:

May spirituality be increasingly consciously recognised by all, thus strengthening the union of the United Nations and impelling humanity into greater brotherhood.

The initial recognition will serve to strengthen humanity and the United Nations as an organisation (perhaps being transformed into an organism serving humanity in an increasingly spiritual manner), and will also help to place the numerous political, economic and social problems of its member states into a more true perspective.

Building upon increasingly consciously recognised spirituality, the United Nations, the NGO's and humanity everywhere should:

Celebrate the fiftieth anniversary of the Universal Declaration of Human Rights on December 10TH through a moment of silence and re-dedication to its principles.

Much has been achieved in fifty years, but much remains to be done: hundreds of thousands of Tibetan monks remain "exiled in freedom" in India, millions of people the world over remain dislocated, starving, lacking proper education and employment...and so on.

Basically, the vision of the U.N. is to achieve unity of purpose among the nations of the world, as the New World Religion is to achieve among the religions. The main problem is a prevailing consciousness of separation and division. The solution, of course, is Aquarian consciousness-a perception of interdependence, interconnectedness, wholeness, etc.

My ideas for expanding that consciousness all seem pretty obvious. For example, bringing together people of like mind within the U.N. and encouraging them to write, speak, etc. more openly about the essential oneness of life; utilizing global crises (environmental, financial, security) as a means to draw attention to the need for a new consciousness (of oneness) in order to find real solutions; using whatever appropriate opportunities present themselves to spread concepts (perhaps quotations) from the ageless wisdom. etc.

One idea of a different nature is to try to identify individuals in the world of film (Hollywood and elsewhere) of like consciousness and involve them in developing creative projects depicting the one earth, one humanity.

It is good news indeed to read that this initiative is being taken in the spiritual community to support our most vital institution.

I see that the work you have in mind is on target. I agree with you that the cyclic indicators are potent. I believe the Shamballa impact has already begun, and will continue to increase, peaking probably at Wesak 2000 and then slowly diminishing through the remainder of 2000, with residual energy lightly noticeable through 2001. As you imply, without planning, these energies will not be used to their fullest potential. Therefore, now is the moment to lay the groundwork for a successful reception of the Shamballa impact.

Our question, is, "What can be done?" The answer to this will of necessity emerge from the group consciousness gathered at the September 29 meeting, following meditation. It would appear to me that the natural and logical direction will be some sort of formal status or statement to be expressed within the context of the NGO movement. In keeping with this, I recall a main point made by one of the presenters at the 50th Anniversary of the UN celebration (Washington, D.C. in August-September 1995). He stated bluntly and simply that the NGOs are driving the world agenda at this time. Therefore, even though your beginnings may seem small, your direction is in keeping with the demonstrated creative power center of outer planetary affairs (the power center of inner planetary affairs being the ashram of Sanat Kumara). Further, that NGOs should form the nucleus for world direction at this time is entirely appropriate for the Age of Aquarius, the age of group endeavor.
